Definition: The ability of a material to resist the action of a high voltage electrical arc, usually stated in terms of the time required to render the material electrically conductive. Failure of the specimen may be caused by heating to incandescence, burning, tracking or carbonization of the surface. Breakdown between two electrodes usually occurs as a conducting path is burned on the surface of the dielectric material.
