Definition:
(1) A substance which by reason of being explosive, flammable, poisonous, corrosive, oxidizing, or otherwise harmful is likely to cause death or injury. (2) An element or compound which, when discharged in any quantity, presents an imminent and substantial danger to the public health or welfare.
